Accra Sky Train Case: Former GIIF Bosses Seek Bail Term Changes

The legal representatives of the former Board Chairperson and Chief Executive Officer of the Ghana Infrastructure Investment Fund (GIIF) are actively pursuing a modification of their bail conditions. The core issue revolves around the requirement for the accused individuals to regularly report to the case investigators.

Professor Christopher Ameyaw-Akumfi, the former Board Chairman of GIIF, and Solomon Asamoah, the former CEO of GIIF, are currently facing trial at the Criminal Division of the High Court. They are accused of causing a substantial financial loss of $2 million to the state in connection with a proposed sky train project for Accra. Both have pleaded not guilty to the six charges against them, which include conspiracy, willfully causing financial loss to the state, and intentional dissipation of public funds.

The court had previously granted them bail, setting a combined sum of GH¢25 million, along with the condition of providing two justified sureties. Additionally, Prof. Ameyaw-Akumfi was instructed to report to the police weekly, while Asamoah was required to report to the investigator every Monday, Wednesday, and Friday.

During a recent court session, the lawyers representing the two former GIIF leaders formally requested the court to amend the bail terms that mandated their clients' regular reporting to investigators. The court, presided over by Justice Comfort Tasiame, has directed the lawyers to submit a formal application with detailed justifications, allowing the Attorney-General's office to respond accordingly.

The case has been adjourned until June 24, 2025, for a Case Management Conference (CMC). During this conference, the Deputy Attorney-General and Minister of Justice, Dr. Justice Srem-Sai, is expected to withdraw certain witness statements related to the case.

According to the Attorney-General's accusations, Asamoah and Prof. Ameyaw-Akumfi are alleged to have transferred $2 million from GIIF's account to Africa Investor Holdings L. This transfer forms the basis of the financial loss accusation against them.
