Atlanta Housing has updated its policy on rent increases for landlords participating in the Section 8 Housing Choice Voucher Program. Initially, a freeze was implemented, suspending rent hike approvals for contract renewals after July 1st due to potential federal funding cuts. Now, Atlanta Housing is introducing a "case-by-case" possibility for adjustments.
According to a memo provided to 11Alive, the automatic freeze remains "suspended until further notice." However, Atlanta Housing "may make rental adjustments to assisted properties on a case-by-case basis" after reviewing individual property assessments.
This policy change comes as Atlanta Housing navigates potential federal funding reductions. The Trump Administration previously considered cutting Housing and Urban Development (HUD) funding and imposing time restrictions on Section 8 voucher usage. Atlanta Housing receives over 95% of its $450+ million budget from HUD.
Any potential rent increase will be "generally based upon the reasonableness of the requested increase and an analysis by Atlanta Housing of the financial performance and operational need of the property." Landlords must formally request a review.
Some worry that freezing rent increases could discourage landlords from accepting vouchers, potentially reducing the availability of affordable housing. Housing expert Dan Immergluck, professor emeritus at Georgia State University, said freezing rent hikes is the "last thing we need," emphasizing the importance of adjusted rents to retain landlord participation.
What does this mean for Atlanta residents?
With over 11,000 Atlanta households relying on tenant-based vouchers, concerns are rising that landlords might opt to rent units at market rates or sell properties, limiting affordable housing options and potentially leading to substandard housing or homelessness.
Atlanta Housing previously announced an $80 million budget cut, including a $51 million (13%) reduction in Housing Choice Program funding, anticipating reduced federal spending.
